I have many keys, old keys from store that has been closed down (like from blink) or gift from friends (or simply giveaway from sites). Those keys were never been used by me, i'm just put it on my warehouse (excel). What i didn't know is whether the keys are still valid or not. In this condition, can i use the keys for giveaway ?

Hope the category is okay to put it on general.

Well some of them are not duplicate. But what i have done before when the key was used, i replace it with the games that has the same price or more with the giveaway (happen once). The winner accept the term and i got feedback.

And later the winner gets suspended for non-activation and has to change the feedback to "Not Received"

The winner may have been alright with your error, but he'll still get suspended if/when he gets reported because of an unactivated win.

You will get the message saying that you already own the game whether the key is valid or not

Keys for games you own will return the "You already own xxxx" regardless of if the key has been redeemed or not.

It's not a good idea to create giveaways with these keys if you're not sure they're working. If they do not work and you don't have another copy of the game, you'll need the permission of the winner to delete the giveaway, so if they refuse you'll be stuck with a "Not Received".
It's better to just give them in the forum.

I've been thinking about it but its not fair for a people who see it late. I just want to have a fair chance for people to win. Well the risk is a bit high for reputation. Perhaps i just keep it at my warehouse.

You don't have to just drop the key, you can ask people interested to comment, then pick someone with https://www.random.org/

I have asked a similar question a while ago:
https://www.steamgifts.com/discussion/iI31J/giveaways-with-gamekeys-you-are-not-sure-if-they-work
tl;dr
If it doesn't work, provide a working one, take the "not recieved" or agree with the winner to delete the GA.

So if you give it away in a group with nice people and you mention that in the description you can delete the GA (if the winner agrees) but it then still blocks one of your slots.

Or drop it in the forum/trusted "closed" groups or stuff.
