Building a PC, suggestions for Video card and processor

My friends is building a PC and wants to run FIFA 15 with recommended settings, can anyone please help with ideal video cards and processors as I am not that good at choosing between products, his limit is around 1,000 Turkish Liras for those 2. Can anyone help please? He only wants to make sure FIFA 2015 works so please only processor and video cards that can be used as alternatives to the ones on the requirements list.

AMD all the way I think. Card, try R9 270x and CPU try FX6-6300 Black Edition

+1 for R9 270x
but instead of AMD CPUs I would recommend a Intel CPU

GA-B85M-D3H + i5-4440 + GTX 660 (Gigabyte WF2X or MSI Gaming)

Should be obtainable.
