I was going through my old giveaways when I found a few that I had been given 'not received' feedback. None of the winners have the games on their Steam accounts, but one winner is now banned and two of the other 'not received' have come from the same person. At no time did any of these winners ever comment or message to say that there was a problem with the key.

So, what is the protocol for this? Can the feedback be changed? Does it even matter?

You should file a ticket with support and explain the situation plus provide them with some extra evidence that you sent them the keys, if possible.

Yeah didn't think about the fact that the winners don't have the games activated.
I once had it that a winner of one of my giveaways activated the game but marked 'Not Received'.

Trying to reach those winners is the best thing to do then.

I don't like people not saying anything when a key doesn't work but instead just mark 'Not received' silently.

Or winners that dont click anything, you reroll, and then you get the " dupe" message from the new winner..... Happened twice to me last couple of months. Ofcourse when I decided to do some low level ga's......
I really want to do zero or low level ga's, but its not worth the trouble.

Luckily this never happened to me - But I know others who had this problem too.
I do level 0 GAs but usually only for very low-tier bundle games (So they have a chance to win something, but to win anything nice they have to get a level. And if a situation like that happens and in the end I have to buy a new game, it's only a 0.15€ purchase on G2A or sth similar)

Difficult to say, winners may have activated the game in a different account, so sending them another key is not an option. In this case a re-roll is the best, in case the next winner can't activate the win, it can be because the previous one activated the key or it was not a valid key, and you will have to provide a new one, at least in this case the first winner wont get two keys for one. The problem is, if the key was invalid from the beginning the first winner won't get any key although he/she deserves one.

Of course you won't get a received without confirmation of a working key from the receiver, support would only ban the receiver if didn't gave appropiate feedback.

speak to support, yes, no.

pretty much just ask support, i have no idea what direction they'll take it personally. it certainly can be changed though, but i have no idea if that's what they will do or not. but no honestly it doesn't effect you in any way (except the tiny CV), especially considering even with all 4x of those you still have a 99.91% success rate of GAs sent.

Recently I have the same problem ( I have no sol too! )

I have one person who won my game and did not mark as "received" or " not received"
after 7 days, I go to his steam profile to notify him that he won my game and he should use the key and mark as "received"
then still no response (he was online in steam and steamgifts ) then few days later I comment on his steam AGAIN
Then few days later, He just gave me no response and marked as "not received"
I was thinking.... WTF???? I don't even know if my key is still available (he may gave my key to others)

I filed the ticket "Request Received Feedback"
steamgifts ticket response seem like EXTREMELY SLOW
still no response and in pending after a week :(

Also, I have 3 bad guys who won my game
and did not give me feedback nor activate my key after 1X days

i also filed the ticket more than a week ago but still No RESPONSE from mod :(
