Steam only bans for the use of VPN to buy games on other regions. AFAIK, there was never a proven ban for using VPN to simply play a game earlier.

Hi there!
I have a question about using VPN with Steam. I got THIEF from amd rewards EU page so after activating it's probably like buying from Steam in EU. There is no region lock in EU version (unlike CIS for example). I want to use US region VPN for playing it because it released already in US (February 28th in EU) and I can't wait so long :3. Is it possible that game will "binds" to US region and will be unavailable in EU after official release? It's not a problem using VPN after release I'm just curious.
