Collector's Edition only include the chapters not the small DLCs. Those have to purchased separately or played with ESO+.
ESO Steam keys are not available.
On the right side of the GMG page selling ESO keys, there is a "DRM" section. Under that there is logo of the ESO. If it was a Steam key, you would have seen their logo.
According to this source you can activate an ESO key and use it with your steam account.

I thought so too. I knew that it contains the chapters but it is never explicitly mentioned anywhere I checked that the smaller DLC are not included. And I'm not financially in a spot to spend money on ESO+.
Yeah I know the other stores don't sell Steam keys. I was wondering if it was possible to buy one of those ESO/Bethesda Account codes, activate them on their website and since my ESO/Bethesda Account is linked to Steam, be able to get the full game on Steam. Not sure if that is possible. PLanning to ask the Support but I expect a late answer. I was planning to make use of the Discount available right now during the Greymoor event.

I'd assume it's something to do with the distributors Bethesda use in those regions. There plenty of oddities with the packages and subscriptions for some of Bethesda's titles.

Not sure about the previous expansions either as I can't find any info that they're including them in the purchase of any Greymoor edition so double check that.
Last but not least, my advice.
Skip ESO altogether.
I've played it since before it launched as I was beta testing it and also pre-purchasaed the original Imperial Edition.
The game sure is better in terms of stability but the devs are not really trying.
The world PVP is still broken and you can't play it properly without it dropping below 30 frames even with a system that is 5 times stronger than what they're recommending.
They only actually new content that they're adding are Crown Store (premium shop) items.
Gameplay content is all just refurbished and recycled. It's almost quite literally the game that it was after the "Crime system" update and it doesn't look like they're planning on adding anything new that made TES games stand out from the rest of the RPG crowds back in the days.
Unless you're a hardcore ESO fan and want to play it for the story (which is full of holes and definitely non-canon btw), you're probably going to be disappointed.

Honestly, I understand where your are coming from. I played the alpha test and the closed beta for this game in 2014/2015. I was so frustrated with many things that I didn't buy the game. Even when I got the game with HB Monthly in 2017, I only played for like 2 hours before I quit the game again.
I only started playing regularly again in January of this year. I was bored with all the existing MMO (got tired of The division 2 and Destiny 2) and I'm stuck with a potato PC too. These days ESO is just a place to casually hang out with my mates after work and de-stress.
The game sure is better in terms of stability but the devs are not really trying.

Oh, I'm not going anywhere near the PVP mate. That shit is so annoying and broken. I hate it. I'm just chilling and doing PVE. I like the voice acting in the game and enjoy most of the quests. And lets be fair, when has there been any TES game without plot holes? They always try to retcon something in every release. This is Bethesda :D

I'm not really an MMO player, in fact, I kind of dislike the genre for the most part but, I happened to be persuaded to try Guild Wars 2 and to be fair, it's not like I was blown away but, for an MMO, that game is way better than any other that I've tried. Of course, this is most definitely just a personal preference.
Also, I have a feeling that ESO heavily outsourced GW2 as many GW2 specific features are in ESO.
Dunno, maybe give that one a try instead? It's free to play with optional purchases and everything can be grinded-out.

Oh no! I meant the Chapters by benefits. I'm not sure if I can get access to the chapters on the steam client if I use a key on the ESO account. I don't want to download the Zenimax launcher again.
I haven't played Guild Wars in Years. Used to play Guild Wars (the first game) back in the day. I don't even know where my CD's have gone. I want to try GW2. Not sure why I have always procastinated on it. As for being MMO player, I have always been a casual player. I keep moving from game to game. Can't bother investing too much time into anything as real life commitments gets in the way.

I agree with GeoStigma. I have played many, many MMO's, starting with EverQuest. From those that are still around today, only a few stand out in my mind as "fun over time."
The rest of them are basically WoW clones or reskins of WoW. One exception is SWTOR, but once you run out of new content, you get bored, quickly. The three games I mentioned above can be played almost endlessly, are fun solo, and even more fun with friends.

Like I mentioned earlier, I haven't tried out GW2 even though I was interested .
I have played DDO and Paths of Ascension a lot. Not on my main steam account though. Played a lot of MMOs in my college days (Lord knows what happened to those accounts, I can't even remember what email I used for them) Including Everquest, Ultima, runescape etc. I stopped playing after my friends moved on from them. The best part of MMOs in my opinion are the social aspect. The friends you make in them.
I have around 700-800 hours on Planeside 2. Used to love the game before Dawnbreak studios separated from Sony (was it Sony?) and then became such a retarded developer. I hated the changes they made to the game and never returned to it. Was part of a great guild there. The devs killed the game.

The Steam version of ESO is just a frontend for the Zenimax launcher.
I first bought the gold edition (not available anymore) outside of steam, then activated the Steam version from HB, linked the two and then purchased various chapters outside of Steam and redeemed them on my ESO account. Since everything is linked, I've never run into problems.
I have almost 500 hours in the game (PvE only) and the game is fine for a casual questing experience, which I enjoy very much.

That is exactly what I was wondering. If it was possible to buy chapters outside of Steam, redeem on your ESO account and play on the Steam client? Or do I have to download the Zenimax client again?

Everything is linked, so you start the game through Steam and have access to all the content you got no matter if you bought it on Steam, activated a code in the client or got it with crowns (ingame premium currency).

Hi Guys
I have had the base game (without Morrowind) since November 2017 on Steam. I got it as part of the Humble Bundle Monthly.
I'm planning to buy the Greymoor Digital collectors edition during the current event sale and while looking for a good deal, I'm confused about the options available. Am I correct in assuming that I will get all of the previous expansion chapters? What about the smaller DLC that comes free with ESO+? Are they also included in this Edition?
Also, I want to buy the game from the GMG store (as I have some credit in my account there) but I don't believe the GMG store (or any other stores) sell Steam keys. I believe they are ESO account keys, correct?
So my question is, Is it possible to buy an ESO key, activate it on ESO website account and link it to Steam? Will I get the full game with all chapters on Steam or Do I have to get the standalone client and a new account? That would be too troublesome as I have been playing continuously for the last 11 months now.
I would be really grateful if you guys can clear up this for me. It is quite confusing to me. Thanks!
EDIT:
So to update anyone if they were interested, I bought the game on Gamebillet (was cheaper by a dollar ... I know, I know, but every penny counts in this current climate) Activated the key on the ESO website. I now have all of the Chapters when I launch the game from Steam. Though Steam still shows that I only own the base game as I didn't buy the expansions on the Steam store.
