Do region restricted giveaways appear on the GA page?

If I create a region restricted giveaway,
Does it appear on the (global) giveaway pages? Or must I post a link to the GA manually, in the discussions?

It appears on the giveaway pages for everyone in that region. You don't need to post a link unless it is also a private giveaway.

Your region is set when you join the site. You can view it under your settings.

Yeah, that was clearly wrong, so I had to delete it.
I was thinking more along the lines of "I can't see any region restricted giveaways because I am in the US."

What happens if I create a giveaway for another region, will I be able to see it?

For example, I create a RU/CIS gift giveaway with a UK account.

You can't see global giveaways outside your region. You get an error message if you try and look at giveaways outside of your own region through a link. I'll admit I don't know what would happen if you tried to look at your own giveaway if it was outside of your own region - that is a weird one.
