I'm not judging people (though BrianFarnet below does have a good point). Just a bit curious. In any case, welcome to my whitelist and sorry if what I wrote came off as a tease. It does seem a bit tasteless now that I read it again.
On a related note - in the relatively short time where I traded games, I didn't even bother looking what people with hundreds of trades had to offer or request, assuming that anything I have to offer they've already traded for or have no interest in.

I had a bad experience with a winner of my GA once, but I gave him the game because thems are the rules.
However, the rules don't forbid you to find out where he lives via Google, dressing in a raincoat and an Obama mask and stare into his bedroom window at night while meowing. In the end, he learned his lesson and I got to do what I like to do. So I will continue to make public GAs.

I accept these are the rules, and the only reasonable solution I see now is whitelist giveaways. It's reasonable, but it prevents me from doing public GAs (which I'd like to do too).
A better solution would be to allow giveaway creators to take some hit for not delivering, but not suspend them. For example require them to (1) keep the key for the game until the winner cleans up his/her rap sheet, (2) not have another giveaway of the same game until the disputed giveaway is resolved, and (3) grant them no CV (which is obvious). This should only apply to games marked as Not Received where the key was not delivered intentionally, not when a key was delivered but the winner claims it doesn't work.

So if i understand it correctly, i can get a suspension for not delivering a game to a winner, if i have my reasons...ex. winner is threating me like a idiot etc?!

If Support says you have to deliver the key to the winner, it doesn't matter what he/she said or did. You do it, or you get suspended for creating "fake giveaways".
I guess whitelist-only giveaways are the only way to go...
