I'm sorry you got suspended, I have been on SG for almost 3 months now and I started by doing level 0 GA. But slowly I started to put higher level because well probably similar reasons to yours. What really bother me though is that even if I make higher level GA, they are still a fair amount of people who can't be bother to take two seconds of their precious time to say thanks. When I win a GA, I feel the least I can do for someone who give me a game which they spend their hard earned money on, simply for the enjoyment of others, they deserve at the very least a thank you note from me. But beside doing whitelisted GA like you said (or small group one), I don't really see a better solution...

That's about the only thing I blacklist for - if you can't say thanks after being gifted something you don't deserve to get more.

Rulebreaking I create a user report (even if there still hanging around months later).
Bad ratios - I have been skint/am skint/will be skint - try to give benefit of the doubt and hope they'll pay it forward here or IRL.
Being rude/having bigoted opinions/disagreeing with someone etc. - again benefit of the doubt (are they having a bad day? am I misinterpreting them?) + everyone is entitled to their own views, even if they are wrong >:-)

so....sounds like it IS an option....just not one you can take more than a couple times and it comes with a small suspension in addition to the 'black mark on your record'

Repeated suspensions for the same infraction eventually become a ban, so at best it's a one- or two-time option. Not something that giveaway creators are allowed to do when they encounter a winner with a terrible rap sheet who has already been suspended.

Suppose you could "accidentally" deliver a duped or fake key but I'm not going to condone that publicly. Maybe you got it from a trader or a key reselling store with a dodgy reputation that you've never had problems buying from before. How were you to know?

Edit: I've had a couple of reroll requests denied as the user had already served a suspension for their transgressions. Personally I was ok with the giving them the gifts then.

not activating won games multiple times
having multiple wins of the same game
having multiple negative trade feedback with things like spamming/harassing ppl just because they refused him a trade
not creating a single GA in over a year, while keeping entering and leeching out of community

Also there is a limit of, ekhem, 'feels' one can take. Like "where is my game" being first message received from the winner. Or "I regifted b/c it's crappy game", leaking puzzles and so on... No surprise that many ppl hide in private groups

I understand your point - I don't think that 5 days suspension is equal price for not activating/regifting won game. But, many people here (and support, what is more important) thinks differently. The giveaway creators isn't protected here at all(
Well, if you activate the key/gift for yourself, then technically - it's not "fake giveaway". It's "used key" or "gift no more available". It's a reason you can use to delete giveaway, so I believe it should be good enough to get "not received" without ban. You can always pretend you didn't knew about the problem. But, then again, I could be wrong with this.

Well public giveaways are a bit troublesome sometimes.
Once I had a giveaway of mine finish, the first winner had won some games multiple times and had a non activated win, rerolled and the new winner had a non activated gift as well -.-

I think it's an unfortunate part of this website. There are some very unpleasant and extremely dishonest people here who seem to have no morals at all. I'm personally just going with the blacklist at the moment though as I want to continue with public giveaways when I can afford them, any non bundled games that I giveaway in the future though I think are going to be either group only or whitelist only.

if you'd like to blacklist all of these peeps you'd run out of BL spots after a few GAs ;p Look at this experiment - 6 GAs resulted in 802 people being added to blacklist. So almost full Blacklist (max number is 1000 users) from just a few GAs.

This experiment proved me how bad things are. More than 600 entries in 1 hour for total crap game and dozens of Double Bagels blacklisted (see ga description).

yeah - some time ago, when we were allowed to have custom rules in our GAs, I ran some forum event - don't remember ocassion, but there were private GAs for lvl 0-7, 10 GAs in total. Then I've had shitloads of rerolls in low lvl GAs and got angry and decided "screw it, anyone who didn't foillow the rules ends up on Blacklist". I had to resign - I didn't have enough blacklist spots.... and now consider that these were private GAs! Not public ones, ppl had to go into forums, click each and every link to enter each GA. And lvl 0-2 were 90-98% consisted of ppl who didn't follow simplest rules: Comment to enter and no history of non-activation/regifting.

My experiments had similar results: 90% of the people simply don't read descriptions on public GAs. There was a "hidden" GA there, just the link, no other requirements like commenting or whatever. Still only around 10% entered that one, and that was with some min level attached..

if person was already suspended for his non-activation / regifting and it's more than 1 month since last time he broke the rules you will not get reroll - rerolls for non-activation are valid for 1 month only (well, since there is 7 days period for activation, they are actually valid for 3 weeks only)

yes it does - mainly because lvl 0 regifter wins once a month or two - so he has 7 days after he won, then best case scenario he gets caught after these 7 days immediatelly, gets 5 day suspension, so when he's back it's already 12 days gone from this 1 month period. almost a half. Unless he gets really lucky he probably wouldn't win anything in this 1 montgh anyway, because well - lvl0, public GAs, small chances - and when he finally wins something it will not get rterolled - he's not really getting any punishment at all.

So best options for now are at least +1 lvl and private. Whitelist, closed group are definitely more safer.

Lvl 1 has as many if not more regifters as level 0 - because the moment lvl 0 regifts his 1st win he becomes lvl 1 ;) But I found out that sadly no lvl requirement makes you safe - bigger levels has lesser chance that your winner will be regifter, but thre chance is still there. Heck - I've had lvl 5 regifter winning my GA or even have lvl 10 blacklisted for other crimes - so like I said, lesser chance, but you can find bad apples at any level :(
And unlikely - there's been countless disscussions about changing rules since I joined the site 3 years ago and nothing changed in that matter so far ;p

Yup. And one of them for example farmed lvl 10 blackmailing indie devs into giving him free keys, or otherwise he will use his big curator page to bash their games, have reviewers of his network write false negative reviews etc. There was a massive drama over it on SG and reddit.

better safe then sorry ;) There's also another guy who never made public/private GA and boosted himself to lvl 10 on GAs for the same ond only group only ;) but the point is - lvl is not some definitive requirement - higher lvl means only smaller chance for bad apples, but on every level you may find someone worthy of BlasckListing ;p

Well since I got the impression that you are often on a more thought provoking and maybe extreme side I have here a suggestion for your problem. It will not allow you to make public giveaways but invite only ones for all level. As written in the link: I am pretty sure support will not support such actions so it will probably have no effect at all. Also it is questionable from different standpoints. But basically it is "Enter at your own risk - agreement". And technically they have to give you the permission to enter so I'm not 100 % sure how support would react.
For my liking it is for both versions to extreme but I wanted to bring the idea out. Also it has a high uproar potential like people claiming that it can be abused and people can make any arbitary rule this way. So yea, it probably would bring more problems that worth the trouble.
Also I understand your frustration of gifting to someone which does not care for rules or general respect towards the community and the games gifted.

Well, yes. But then again one has to argue what a special action is. Is it something like voting on your greenlight a project a special action? Probably yes. Is solving a puzzle a special action? Actually yes and it is still valid. Are their mentioned exceptions somewhere as a puzzle as special action is allowed. Would then be such an agreement allowed if it is part of a puzzle?
And are those guidelines for all giveaways or only the public ones. For Steamgift Version 1 you could ask the support if you wanted to enforce a special rule on private giveaways. So this whole stuff is a big grey area .... and support would have either clarify it by mentioning exceptions, prohibiting puzzles, etc or just being totally arbitary by forbidding only such special actions.
The main point is that even puzzles (which I make almost always for my giveaways) are technically a special action. Obviously I am not allowed to. Or there is a list of exceptions. Too lazy to check guidelines right now.

I'm pretty sure support will not support such an idea. It is basically the same what was with support-approved special rules in GiveAways - only difference is that these rules were only to be read, and here you have read and click. And special rules got discontinued a while ago because they were generating too much extra work for support - it would be the same, thus imma 99% sure it would not be honored.

what this is about is that you may not "not send the gift" - whatever the reason is. What OP is saying is that you decide to not send the gift you may now not only get mark as not received like you used to, but you can also get suspended for not sending the gift, because this makes your GA Fake...

If you post giveaways to the Website, you will be entirely responsible for providing an unused Steam redeemable gift or unused Steam redeemable key (gift or key, further known as "Gift") to a user ("Winner"), who is randomly generated by the Website for each gift represented by your giveaway. Also this coming straight from my interaction with a mod of this site, "Refusing to deliver gifts to a person, even when his character is questionable to you, will result in you taking the strike and counted as a fake giveaway. If this is done repeatedly, then you WILL be suspended." No clear mention of what duration or frequency, mind you. Also this should not be confused with other, more ambiguous cases like the winner stealing a key from the gifter and asking for a second, because in that case, support will NOT take sides and ask you to simply delete the giveaway.

Yes. And I'm asking you to NOT consider doing it as an option. While your reason to not give the gift could be valid, it's considered as a personal reason, something the staff can't entertain. Sure you could take the slot loss and the first strike to suspension, but do you really wish to be suspended for a week or two just because you had a beef with someone? If so, I respect your conviction, however hot headed it may be.

So far I got really lucky with my public GAs, but I'm always a bit afraid that someone will take the key but simply mark as "not received".
Currently running an event and was quite disappointed when I saw that a few of the winners of the first round had non-activated wins, but those were already too old/punished so there was nothing I could do but still send the keys. Really leaves a bad taste in your mouth though :x
I get that some people don't read the rules or may have problems understanding them, but if they're honest people, even if they didn't activate, they should still have the gift/key to be able to do that later or at least buy/trade for the game to make up for it.

Someone once entered my giveaway and cursed me in a comment, but gladly he/she didn't win the giveaway. My suspension was about something else.
Having someone mark a giveaway they win as Not Received becomes an even bigger problem if there's a risk of it resulting in the creator being suspended for "fake giveaways". I just hope that what Support told me is specific to cases where the creator clearly didn't deliver the key, and not ones where there's doubt if the key was good.
I couldn't agree more that the right way to handle regifters is not to suspend them for a few days, but to suspend them until they activate the games. If it requires them to buy or trade for these games, it's their problem. Not that of honest members of this site.
