I would recommend chatting to the developers of the game before anyone else. They are the people that would matter, since they would be converting the game over.

It depends on the devs. But given actual work and money is required to do it, I should think that more than one user would need to express interest.

Just because Steam has a game on their service doesn't mean they own it.
If the devs are gone, the most likely group to currently own it could be the publishers. In this case, EA.

I'm pretty sure the developers would ask their fans if they wanted the game to be ported in another system and many people would have to vote for it so it can be ported. It costs time and money, so I doubt it will happen if there's only one requesting but that's actually a nice idea for a website to vote for games, stuff like that :D

Is there some website or something where people can request games to be released on Steam. I know that many people have had moments where they wished their favorite console game would be released on the PC. There has to be something that one can do to show what the customers want. For example, I know a lot of people were requesting that Microsoft release the Simpsons arcade game as well as X-Men for the Xbox Live Arcade and sure enough, they were able to do it. I would be extremely happy if I could get a hold of Boom Boom Rocket (my favorite XBLA game) out on Steam. Not too big of a game and doesn't seem like that big of a request. Also, maybe something like Time Crisis, I'm a pretty big fan of those arcade shoot em ups.
