There are a lot of puzzle games that fit the low tier. Some I've enjoyed:
Brushwood buddies (only started this, need to go back and fully get how it works), Hook, Link Twin, LYNE, Unium, Windosill
Non-puzzle:
Card City Nights, Fortix, Fortix 2, moto RKD dash, Spoiler Alert, Super Hexagon, Surfingers
..there are surely more I'm forgetting though =P

The 12 Labours of Hercules series is currently one of the most popular time/resource manager series on Steam, and not just because all but the latest entry were bundled. They are all in the 3-dollar range. (And bonus points for a game that knows how to spell "labour".)
Dominique Pamplemousse dropped to the one-dollar range for a while now. It is technically a point 'n' click, but in reality more like a semi-interactive musical done by one person. Her "I am not in any gender" message gets a little hamfisted after a while, but the story is pretty good regardless.
Windosill is a cheap cute minimalistic puzzle game. Short as hell though.
Same goes for Through Abandoned and its sequel.
Similar goes for Don't Disturb, but it is more of a visual game, so the incredibly strong Chinglish is not detrimental.
Depending on how much you tolerate totally unexplained Kafka-esque absurdity, Hamlet or the last game without MMORPG features, shaders and product placement can be either one of your favourite games ever or the worst thing you ever played.
Time Gentlemen, Please! and Ben There, Dan That! are two indie adventure games with the associated ludicrous moon logic, but especially the first one is charming (also free on many Flash game sites) and the second one is sufficiently mixing real Brit humour with some really dark humour. Also, it has Hitler in a mecha.
McPixel. 'Nuff said.
Hexoscope. The only game I know of this price range that turned out to be so good that even the dev was surprised by it. It was released with a one-dollar price tag, but raised it later, and it is still worth it. One of the highest replay value in a simplistic puzzle game in recent history, and the OST kicks ass.
As we all know, Kung Fury is the best film ever made, period. (Until its sequel/remake comes out, at least.) So it is natural that its official game sequel, Street Rage is the bestest thing ever.
Sadly, The Room and The Room Two are 5 dollars. Especially the first one is a noteworthy mechanical puzzle game.

I have played and can recommend Refunct and LYNE. Leaving Lyndow is on my wishlist, and I have a handful of others on your lists in my (or my kids') libraries, so that means they looked good enough to me to acquire and hopefully play someday.

There is some parkour in Refunct but not a lot, I'd say. It's pretty short but nice-looking and fun.
I played LYNE on a PC, but I can see it working well on mobile. Might be a little tricky to draw the lines exactly where you want on a small phone...maybe with a stylus of some kind.

Thanks, its interesting to see how it rates. The problems I see are short games, games like The Interactive Adventures of Dog Mendonça & Pizzaboy® I finished it in 6.1 hours.
I've finished 9 games I've won so far and I know 5 or 6 I either haven't played or not played much have no end.
