My steamgifts level is 1.36 I made a donation to a Euro Truck Simulator 2 (20P) game
that had 2,742 enters and my level didn't go up at all. why?

The game was given away free before and awards no contribution value therefore no level gain.
When you make a giveaway, any game with 2 red stars next to the name indicates this. You will gain contribution if there are no stars or one star next to the name.

Perhaps because the game was distributed for free for a period of time, it was not deemed worthwhile as a level contribution.

Here is an estimation of how much every game you gave contributes toward your level. It's a helpful tool.

According to SteamGift's bundle games list Euro Truck Simulator 2 was in a bundle, had a very steep discount similar to being in a bundle, or was given away for free in a large quantity in 2014. The list doesn't say which, though, but it stands to reason that there must have been free keys at some point. If games are bundled or go on 85+% off their contributor value goes down to 15%. If they are given away in a large enough volume that it's exploitable then their CV goes to 0.

Try giving away games that are unlikely to be bundled (hopefully there's a topic about this). Steam keys for Full CV games such as Puyo Puyo Tetris can obtained on other websites.
