That was my initial thought, maybe i'm really unlucky, out of 500 games with cards i only got 8 foil cards. I prefer 2-5 cents more for each booster then for that little chance of a foil (which i may not be able to sell it at a good price, i had foils which i "had" to sell at 0,18€)

I got like 9 in like 220 card drops, and 1-3 each week when I used to buy gems to make booster packs everyday and sell cards for profit, now sack of gems has 7 days of no trading/market period, and resultant cards too :(
I used to open like 4-7 booster packs per day at that time I crafted booster packs.

I don't get that many foils, but once I got lucky streak when I dropped one foil for fresh not-bad game (that quickly appeared in bundle, which is why I had it) for around €2-3, and then one foil for Aerena's New Version, which someone bought for €10.
Yes, that's €10. I was so surprised when my wallet grow larger, at first I thought I sold tons of some normal cards or something during night. But no, turns out some good soul decided to help me with over €8 after Valve-tax.
Beside that, I think I dropped maybe 4 more foils (and that's from around 1000-2000 cards idled), but those were cheap.

Apparently the (average) drop rate is 1:100 so 1 foil drop for every 100 card drops.

If they were from the same booster pack that's pretty damn impressive luck. And even if it's just 30 cent; as they say in Zombieland "Gotta apreciate the little things". ;)

But you might get a foil card. I'd not sell the booster pack if the difference is only 2-3 cents more for the booster pack compared to the average price of 3 cards..

Open. You will almost always get more for selling the cards than selling the booster pack, e.g. there can be foil cards in it.

Honestly, for max value you got to check the probabilities like in poker. You have a 99% chance to get a normal (let's say it's so) and 1% to get a foil. So you make the calculation. Open value = 3x(0.99x[arithmetic mean of normal cards sale prices]+0.01x[arithmetic mean of foil cards sale prices]). Don't open value = pack sale price and then you pick the one with higher value.
Of course, it's a ridiculous calculation that will most likely give you 3 cents or so. You may also want to consider how you'll sell a foil and raising card prices too. Don't forget that you get stuff for completing a badge.
