You don't report a giveaway you don't receive. You simply mark it Not Received after a week and move on. There's nothing support can/will do about it.

Also please, read the FAQ next time instead of just eyeing it. It means a lot in the long term. There is nothing suspicious to use the rule-given time to deliver gifts.

I mean, I totally understand being impatient, and I'm sorry that you never received a previous giveaway. But the rules give creators 7 days to send the gift, so there's nothing Support could do other than remind you that they have 7 days and you just have to be patient.
Winners also have 7 days to mark a gift as received, and it's equally frustrating for creators when their giveaway was viewed and redeemed but sits unmarked for 6 days.

It depends on the ticket type. Reroll requests are usually handled within a few days while user reports may take half a year or longer.

Hence they do it voluntarily. And they spend the amount of time they deem appropriate.
As Timobkg pointed out: If you feel 6 months is too long you can always volunteer and help. But if you don't have the time or simply don't want to, that's fine, too. As you have already pointed out, no one is forcing anyone.
But what do patreon and adverts to pay for the server have to do with that?
