Yes, that's what he means. You have to request the re-roll from the Created Giveaways page. That said, not sure Support will re-roll. No rule that says the winner has to behave appreciatively.

Hi guys, i have a problem. Actually, it will be a problem in 3 days. So, my giveaway ended 4 days ago but the winner hasn't visited steamgifts since that day. He is active on steam but I can't send him a message because when I try to add him, he just decline all my requests. And he probably doesn't check his email. I know it's not actual for now, but I'm afraid it won't change in the next 2-3 days.
