You could remove the games from your own account and restore them after gifting the bundle.

Not quite.
Bundles are split into two types - "purchase together" and "complete the set". PT bundles can only be bought if you own none of the content and allow gifting of the full bundle regardless of whether you own none, some or all of the bundle. CTS bundles give you a discount based upon the items you already own and can't be gifted at all.
The old style packages that include multiple items but don't discount for owned items are still in use alongside the newer bundle types.

Looks like you guys are right, some bundles, even when none of the games are owned, do not allow purchasing as a gift. I was looking at the Thief bundle, and even when logged out, it still said I couldn't gift the purchase since it was based on my own games.

So I'm looking at a bundle in Steam, and since I already own some of the games, I can't purchase the whole bundle for the purpose of gifting it, I can only buy games to "complete my bundle". Is there a way to buy the whole bundle as a gift, am I missing something?
