Why would it be against the rules? If you would go somewhere, you shouldn't log in your Steam account, because it's from a different IP? For example: I live at home. I have a dad, who is 300 km away. When I go to him, I usually use Steam there too. Until it's not a ridiculously far distance (i.e.: You are in the east side of Europa, and he is in USA), I think it shouldn't be a problem.

That would be completely pointless now that Family Sharing exists. Just use that.

You're allowed to use Family Sharing from different locations.
The point of Family Sharing is that each account gets it's own achievements, cloud saves, leader-boards, etc. Not to mention stuff like your friends list, which you probably don't want to share with someone.
It also allows the person who's sharing the account to revoke access easily, which sharing the password wouldn't do.

Actually, not just that one game he's playing. Your entire library is essentially locked from anyone with access via SFS if you're playing anything on it.
ie, my sister could be playing my copy of Torchlight 2, but if I launch any other game in my library it sends her a notification that basically says she has 5 minutes to save and quit before it kicks her off entirely. "Dustmop needs this game back" or something.

You can't both log in to the same account at the same time. Other than that, there is no prevention. Family sharing is a better option though.

You should probably setup family sharing, for all you know... your brother could be illumanti waiting to steal your info, print it out, put it in his pants, and masturbate in a high-traffic area.

Before the existence of Family Share, I saw a comment from one of Valve's employees saying that you must be careful with whom you share your account but he mentioned it was okay to share it with family.
Ps: I'm pretty sure they have never punished a user for sharing his account with a relative or friend. The rule probably exists for other circumstances.

So it's against steam's rules to share accounts. But what if my brother wants to play a game on my steam account but he's on a different Ip (same country)? Is logging in the account from his IP allowed? If it's allowed provided we are in one country, what is the point of family share if we can just log into the same account? Thanks.
