video and audio time is not correct in Just Cause 2.

Video is delayed in game.(Just Cause 2)
In every story-line video, the difference between audio and video is more than 3 sec.It looks like the man is just moving his mouth and after he finishes that the his voice will be played. But it is fine in the walkthrough.
If you have any solution please do reply.

This happened to me when I had a crap graphics card, the game would run at a slow frame-rate but the audio would remain constant, therefore making it out of sync. Is your game jittering at all?
