also you need to change the country in steam profile to germany or austria first (even if you are in one these countries), then use a vpn to a german or austrian server.

then revert back steam profile to your original country after getting game

(some dupes included it seems, but my key was ok so be warned)

From the Account page on Steam:
You'll need to login to the Steam Client in this country to be eligible to change countries.
Your last Steam Client login country was: #####
You will not be able to change your country until you login into Steam from this new country.

That means you have to login to Steam from the client via VPN which is risky and not recommended unless you really trust your VPN provider.

Grabbed one from the US with a US profile and it seemed to work fine, thanks.
