Question regarding "re-gifting" (but not really)

Would it be a faux pas if I won a game, then ended up buying a bundle the next day that included that game and made a giveaway for said game? I don't want it to seem like I'm re-gifting a game I won.

No, not a problem, while your activate your win, there's no problem gifting the same game later.

Is there a penalty for regifting?
I reported a user for regifting/not activating a key he won
but nothing happened.

I think it's something like 5 days for non-activation, then another 5 days for regifting.
