Well yes that's what I thought, it's still weird though. Technically the game is already available for download. I know it's just pre-load, but still it's something you already own and yeah.. Giveaway creators should probably be cautious and make sure that the winner really does not own the game before they send them the key. After all it's not exactly a cheap game so it's in the best interest of giveaway creators to make sure the winner is an eligible one.

It's because it has not been released yet. It doesn't even appear among your games on your steam profile.

I guess that error message might be a partial explaination of this issue. Perhaps it cannot be marked as owned before the day of release?
I know from previous Non-Activation checks I've run on SG users, that preorder games don't count for SGTools as activated, and don't show up in your library when someone searches through it.
It's probably a weird association where the 'game is active' trigger that allows the game to be normally purchased, is also responsible for the game as showing up as 'live'- thus, you might essentially be in what is effectively a 'closed beta' state, which is why it isn't showing.
Either way, yeah, this seems normal.

Actually in another thread where OP asked who is already pre-loading it, I mentioned that I will get it when I get it. Even though I pre-ordered, I can't play it because my current pc can't handle it, I will have to switch to a better pc first which will take me insanely long time, maybe by the time I get to it, most of you guys will win a copy for yourselves and be already done playing it. :/

I tried to search for any discussion about this but couldn't find anything so I made this thread, I just noticed an interesting fact. Not sure why but I can enter giveaways for Fallout 4 even though I already own it and have it activated in my Steam library. How is this possible? And yes I've synced my account after activating Fallout 4 in my library, synced twice actually, usually once is enough to see the difference, can someone explain why it's not the same case for Fallout 4? Thanks.
PS:
I also tried to enable "Require Game to Vote" and set it to Fallout 4 while creating this thread to make sure the poll votes will be given by those who already own the game, but it gave me the following error message:

Well, we all know the reality though - keys from our pre-orders are already here and you can activate the game before the day of release which pretty much makes you an owner of the game and you can also pre-load it so I don't see why Steamgifts should still think we don't own the game.
