I would love to help but I cannot read the attachment, first thing I think of would be the plan. There are several subscription plans and the lite version only gives you access to the humble bundle trove and a 10% discount (you won't be able to get any of the humble bundle choice games).
While I doubt it might just be regional prices with keys locked to the ru/cis region (which are generally cheaper).
Another option would be the time frame of the subscription, you will be paying the equivalent of 3 euro for the first three months if you subscribe for a year (meaning that you will be paying the full price for the remaining moths).

HB's Russia offers are new, so it makes sense they would have really good offers to lure customers in.

How long ago was it? After XYZ months, your eligibility resets, but it might depend on the specific promo how long you can't have been subscribed.

Tried to activate Tropico 6 key.... and it's not available in my region. No warning message in humble bundle for region restrictions, nothing. Opened support ticket over a week ago, no response.
First no more Mafia DE keys, not region locked Tropico. Amazing.

What was your Humble Bundle region at the moment of your purchase? What is your Steam store region? They should be the same, otherwise you can't activate the keys,
Lithuania should receive the EU+Oceania locked key, so your Steam account should also be set to one of those countries (check the SteamDB link in the OP).
If everything matches and you still can't redeem the key, then Humble Bundle support is your last chance.
