I thought Germany, France and so on pricing (Euro) is on par with US and Canada
The price difference is only relevant if gifting directly from Steam. If buying keys it's irrelevant, but the region locks are.

Sometimes some keys are global and can be activated everywhere but this key is for Europe only unfortunately.

I was thinking specifically of Tomb Raider from the recent Humble Bundle. I found a key in EU (ireland) and I am in NA and I just found out EU version might not activate in NA? I thought Germany, France and so on pricing (Euro) is on par with US and Canada?
Edit. Someone from the Netherlands in the comments is saying the european key is: https://steamdb.info/sub/931824. Steam DB lists countries where it can be activated. Looks like threre is no chance to activate that in Canada. Such a shame.
