I literally says "Region-locked game" on bundle page. This is how it looks for me:

Interesting. For me (in a ROW country), the games themselves aren't annotated. It merely says "Product will NOT activate in the following regions: [deletia]" below the "$3.99 You save $81.93 (95%) Time limited offer. Ends in 14 days." stuff in the upper right corner.
So there's no way that I can see to tell which game(s) won't activate in RU+CIS.

Nope. It's probably a mistake, though. It makes much more sense for a single game to be locked.

I've posted on the games forum asking this but my guess is it's literally just access to the game with none of the bonus items included in the packages sold on steam.
