No. If they're Steam gifts, Steamguard prevents fraud, so calling it fraud is hard and there's no trade-backs. If they're keys, Valve doesn't care. Most that happens is you lose the game you didn't pay for so it doesn't hurt.

if he had proof of the recipients somehow buying games with his account he may be able to do that , but I don't think someone would be spending money just for the chance of locking other people's accounts..

He can't get your account locked unless he somehow makes you buy the game with fraudulent methods. At worse, your game will be removed from the library.

You don't have to spend $400 to lock someone's account. You can do it with just $1.

Really? I didn't know this. But if you got gifted the game rather than buy it with a fraudulent CC for your own account (the guy sent me a steam gift, it wasn't a key so it wasn't actually from the humble bundle, it just happened to be right after the humble bundle ended) wouldn't it be obvious to support that you were given the game by the real scammer? I would be very hesitant accepting keys from someone I didn't know but I would have thought gifts would be okay.
