I added him,and after few minutes he removed me. and i didnt get an email.

Give them time.
Edit: do not call out users.
Just mark it as not received when the week is up.

If he said, that the guy removed him, then yeah, sounds like he only created the giveaway for value. I would report him, for declining you.

Just mark it as "not received" after a week has passed. You don't need to open a thread about it. However since you've already drawn attention to yourself, maybe you can answer us this:

Why did you gift this right after you won it? Re-gifting is also against site rules.
