How do I re-open the announcements pop up?

The pop up message when you sign into Steam client. There was something that caught my interest but the client would not be responsive, so I had to restart the client. I already checked the News section and the news that caught my attention is not there.

I always thought those were only shown once, but normally I only saw new game releases as the pop-ups.

The pop up announcement also provides information about huge discounts sometimes not shown on the Store page or News section.

Top of Steam > "View" > "Update News"
This will re-open the popup.
