The cheapest you can get it is some 23€ and you'll have to activate it through some VPN wasting valuable time you could speand playing. Just buy the steam one and you'll be fine.

I'm seeing some for 13 TF2 keys which is around €19.24 (assuming 1 key is US$2). But you can usually get keys (at SteamTrades) for around $1.80 so it would be lesser.

Better buy it yourself, cause i checked all the steam store, all for the same price. I don't get it how can someone sell it for cheaper than store, but better safe than sorry.

Honestly, I'd be suspicious of anything less than 14 keys. It's essentially the same price everywhere, lowest price is $28.67 in Russia.
