Got a key with video card can't use

So I got a key for Bioshock Infinite and Tomb Raider. They are supposedly a combined key. I got it straight from the video card manufacturers website so it should be good. However, when I go to put the code into steam it doesn't work at all. It says "Invalid Product Code" Any ideas?

Maybe it's a coupon to redeem the two Steam keys on the AMD promo website or something? I never did the promo so I'm not that certain.

Is there any support contact you can find on that manufacturer's website? Maybe it's not a steam key at all? Or maybe you enter that key somewhere else to get your steam keys? Sorry, that's all I can think of... :(
