My friends made GA on game worth 25$ - has lvl 2 .
I made several GA worth total 95$, and have lvl 1.

Question: how this works?

You can use this to check your progression towards the next level

And maybe reading the guidelines wouldn't hurt too :

Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold.
