Recently I trade with a person from Buenos Aires, Argentina and he sent a 'ibb & obb' to me as a gift of his not-yet-tradable Steam game.

When trying to accept the game I have notification as follows:

This is a restricted gift which can only be redeemed in these countries: Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Bahamas, Ecuador, Colombia, Venezuela, Peru, Chile, Uruguay, Paraguay, Argentina, Bolivia, Guyana, Suriname, Brazil, Mexico

In addition, if you decide to redeem this restricted gift, you can only play it within the countries listed above. Note that using an IP proxy or other methods to disguise the place of your residence to activate this gift is a violation of the Steam Subscriber Agreement and may result in restrictions on this Steam account.

The problem is that nothing restriction shown when it located on his inventory and so does now on my inventory.

If he traded you a region locked copy and didn't know about the restriction, he should give your trade items back or compensate them, if he did it intentionally then he scammed you.

It's not his fault since Steam doesn't show it (and I have also check it before). It's Steam fault!

Also I have redeem some game keys before he sent the game. I'm not really concerned about the trade itself, I can accept this 'bad' trade. I plan it as region restricted giveaway on this site.

The problem is anyone having this kind situation before?

I remember having one of those extra gifts for ibb & obb, and I'm from Argentina. It was region free and I traded it without any issue, maybe they're retroactively locking gifts.
Steam is currently screwing with latin america, except for Mexico and Brazil everyone else is paying the same price that the US but our gifts get region locked.

It already happened to me, I wanted to trade for Heavy Bullets, the guy had it from Humble Bundle (you got an extra copy in your inventory when you activate the key), there was no region tag on the gift but when I tried to activate it was locked to South America
