Delta, I think you don't quite understand what F2P is.
If DOTA2 was CURRENTLY F2P then it would not have a £22.99 price tag on Steam. It would be FREE. See where I am going with this?
Yes I got extra gift copies of Dota2 for free after initially paying for it, I also have copies of other games I got for free, doesn't make them F2P or P2P.

The game itself is FREE, and continues to be so, it just requires an invite at this time, not a single ****ing cent.
The included items AREN'T. You spend that money on the store purchasable item to get some items without being required to earn them in game. Which isn't unique when it comes to F2P titles and items. Many of them have items you can purchase with real cash, this included.
I know damn well what free to play is.
