I had a look through the FAQ and Google but couldn't find an answer to this:

IF you create a giveaway for the Collector's Edition of <Game X>, and <Game X> is on the list of bundle games, but the Collector's edition is not,

will you receive the full CV or the 15%?

Cheers!

If that specific edition is not on the bundle list, then you get the full CV for it. (Until it gets added retroactively, of course. :)) It's because sometimes base games get bundled, but the full editions are not (which is a standard hook, by the way, since DLC content can be more profitable, especially when it is already made, just cut content).

what's the best way to check if something will get added retroactively?

You can click "Reply" under someone else's comment and they'll get a notification that you replied to them. Otherwise, they won't know unless they check the post again.

To answer your question, use isthereanydeal.com to check to see if a game has ever been bundled, and http://www.steamgifts.com/bundle-games to see if it's already been bundled here.

Apart from that… just expect it. If it goes on a sale, ever, that exceeds 85%, you can bet around 99% chance that it'll get added. I mean the bundle list so far almost literally consists of half of Steam with over 4400 entries on it. Believe me, if you calculate with everything at 0.15× CV, it gets a lot easier when you try to manage your levels. (Then you'll just reach the stage where you don't care about CV any more. :D)
