Since Steam doesn't decide the price but the devs do, it's on them if it's €29,99 and not €30 and not Steam ^^
But yes, that is to bad if you want that €5 discount.

Steam recommends these x.99 prices, which is why almost all games have them. So you can be sure they know exactly what they're doing and why the promo kicks in at 30€ and not 29.99€.

can we stop pretending that valve is some small insignificant business with a miniscule customer base and zero power or influence in the gaming industry...

valve is a very very big boy, with more clout than many major publishers when it comes to selling games. Why do you think EA came crawling back to valve just recently. Valve have a HELL of a lot of control over pricing on THEIR OWN system, and in fact push publishers to price higher rather than lower (they make more money, and they KNOW they have a MASSIVE fanatical customer base that would rather pay 2x as much as any other store, just to have a game on their steam account), actively encouraging price gouging in smaller regions. Honestly, its like attempting to argue that amazon gets pushed around by every seller that makes use of their store...

On the other hand, if a product is priced at a round number (30€ instead of 29,99) people don't buy it or put it in their cart.

Eeh I think I read a theory once that it's because we "westerners" read from left to right so the first digit we see determines if we think the deal is a good one or not. It also creates and illusion of a sale more easily. Sometimes when you buy stuff online you'd rather buy it if you get free delivery instead paying for delivery but getting it for a lower price.

The 2nd one is better because it was never bundled, as far as I know. But you can find cheaper games.
