4-packs on steam - how do they work (now)?

I have a question - if I buy a 4-pack for myself, assuming one copy goes straight into my library, how do the gifts for the rest of them work? I mean - do I have to send them with new rules (ie. to assign the recipients the moment I'm buying it) or do I get them the way gifting worked earlier (ie. three gifts into my inventory availaible to send it later)?

As far as I know, that is the only way to get games stores in your inventory

That's right, and the other way is obtaining games which give you an extra giftable copy to your inventory.

You get three gifts into your inventory which you can send later.

You get the gifts in your inventory. Like, if you buy a copy of Don't Starve Together, for example, a second copy is sent to your inventory to gift to a friend. Pretty sure that 4 packs work the same way.
