Yes, it was two separate, though kinda brother-sites until SG2.
The peaks are obviously the time of sales - maybe they little worse, active users getting the cheaper games - then region locking happened in 2014 December that sealed the deal.

1) What's the history of SteamTrades.com vs trading on SteamGifts? Were they once separate?
