It's pretty hard to miss the ribbon. I assume people enter it to give away to a friend once they have it or sell it.

the thing is DLC doesn't have an appID that distinguishes it as DLC as far as I know. This would take a manual entry for every DLC and game in Steam's back catalog plus constant updates for anything that comes out. This is insanely large when you get to the numbers.

i did not know this and it changes things quite a bit.
Perhaps a rule is needed that if you win a dlc for a game you don't have there is a punishment.
Like banning, lose of points, timeouts with the contest then rerolled?
Prevention is the best cure.

The gifter can choose not to gift it and email inbox@steamgifts.com to have CG reroll a winner.

Just looking at http://www.steamgifts.com/giveaway/an0iv/beat-hazard-itunes-m4a-file-support/ and flicking through a couple of the entrants and... A lot of them don't have Beat Hazard.
Why would you enter a giveaway for DLC for a game you don't have?
Maybe put a block on this like you guys have for entering for games you already own? "You don't have this game, so how can you enter for the DLC?"
