those who are giving away Sacred Citadel are most likely are giving away Bundle key which includes metro 2033, so u can pretty sure say its now on steamgifts, its just not showed as metro itself just as sacred citadel; also Risen 1 can be the same way

Why would it ever come back? It was given away for free, and it was bundled 2 times now..

you would be better off just posting it in forums or giving it to a friend... I highly doubt it will be back within the next 5 years.
