Giving Away a Steam Key

Hi guys! :)
I've got a game to give away (Toki Tori), but it's an extra key, rather than a ready Steam gift. Is that okay? I'm asking because I've read "The new gifter's guide to gifting" and it says that I should have the key in my inventory before creating the giveaway, which obviously wouldn't be the case.

If it's a key from a bundle (Humble, Royale, etc) then it is a against the rules. Otherwise it's fine.

Oh, hamburgers. :( I only recently realized they added the game (which I already own) to the bundle with a separate key, so I thought I'd make someone happy. Ok, that answers it, thanks! :)

You can do a pick a number 1-100 and use random.org to get a random number. Then give that person who wins the key.
