Steam purchasing ERROR!

I have been searching on internet for a answer but i havent found any. And i have contacted steam support but i hope i can get a faster answer here

So the problem is that whenever i try to buy a steam game or add money in my steam. I get this error at the final end of purchasing

"An unexpected error has occurred. The purchase has not been completed.
Contact Steam Support."

im using paypal and have tried with visa, both same problem

I have had this error for days and wonder how can i fix this?
