I'm particularly confused by The Last of Us winning better soundtrack, specially when it went against the absolute bangers from Pizza Tower.
It feels like people just voted for whatever was popular.

Exactly.
This is what happens each year with only very few games that are excluded from this.

That is the reason why i don't waste time for thinking and pick only honest the few games that i really liked and the rest complete random.
And in the finish round the same, complete random (as example always the last offered or the second last).

I think people also don't care what category they're actually voting on. They'll likely just vote for whatever it is that they've played.

There's probably a lot of people of people who saw "labor of love" and just interpreted it as "they cared about making this game and it ended up being great" rather than it being about a game being consistently updated over time.

I feel like games that weren't released that year probably shouldn't even be eligible for the vote....or in the case of "Labor of Love", games that haven't received a significant update in that year shouldn't be eligible. (or should at least be disqualified after the vote)

I can only assume people nominated Starfield as a meme in that category and then people voted also ironically for it to actually win.
