I'm pretty sure you can only run games you own on your account, no matter what is installed, as they otherwise won't appear in the account.
But since this is a PC, what you might be able to do is find save software you can use to switch 'save profiles' as it were, so you can use it to load the saves for the current player.

Steam actually seemed to add an update yesterday/today which makes it slightly easier to have multiple Steam accounts on one machine.
Games you don't own yourself are now listed under a category of the owners username in the gamelist.
Save files are the problem, some use common locations which messes things up. Having multiple windows logins also helps for some games, but some even keep in game directory.

Yes, but one at a time (barring things like virtual machine, which normal people won't be using.)
No, when you are logged in with the account that doesn't own an installed game, you will see a "buy" or "purchase" button (sorry forget the exact name) instead of the "play" button. One exception: on the few games that don't use the steam drm (old Paradox strategy games for example) you can ignore the steam "play" button and run the game exe directly, without even being logged in to steam - but you won't find many of those.

You'd have to use 2 different steam id's. one for you, one for him. This would also require having to buy 2 of the games (assuming you want to play together rather than one at a time.)
Or you can look at split screen pc games and switch saves on one account when you play normal games.

Before any of you say anything, this has nothing to do with getting more cards, hats, or anything of that matter. This is about save files. One problem that my family has is that some games only have one save file. When we get a game like this, either myself, my husband, or one of our kids can play at a time. Only when the current person finish or quit the game can another person play.
I remember that when my husband saw me playing Portal 2, he was happy to see that I am finally into core gaming. However, when he discovered that I accidentally erased his work, that happiness went out the window. Since then, I gotten my own PSN account. This way, we can keep our progress separate from each other.
Thinking about this, it may me wonder if it is possible on Steam as well. That is why I want to ask two questions about Steam.
If it is yes on both cases, then I want to create a separate account for myself so each of us can play the same game concurrently.
