Less than $2 in most places for the base game - nice price to try it out.

Sadly though, if you want the whole game with all current DLCs (The Elder Scrolls Online Collection: Gold Road or The Elder Scrolls Online Deluxe Collection: Gold Road), the best (but region restricted) deal seems to be currently -74% at GreenManGaming at close to $20 (which is not HL, that was -78% at Humble Store a month ago).

Certainly a great game with a really cool base game campaign, but also very much worth keeping it up to date with the latest expansions. Each of the expansions I've played was great. I do find it difficult to come back to the game a year or two later after wrapping up whatever was the current content at the time, which I've done a couple times. Takes a minute to get back into the swing of things.

Another note: it's very playable solo. And even the co-op stuff can mostly be accomplished by simply showing up to the location and joining whatever randoms are there. A lot of that content is on a timer, and resets pretty frequently. Or at least, that's how it was every time I jumped back in.

The bad thing: no cross-platform accounts. Which is sucky if you're like me and have your best character trapped on PSN where you'll never play again, lol.

There are no monthly fees unless you register for their monthly points thingy. Which is optional.

There are paid (yearly) extension DLCs though, that cost quite a bit to enable all the new content.

DLC is not the same as a subscription, and you aren't required to buy the DLC either. And actually, a person just getting started now would take quite a while to get through all the current content, at which point, it'll probably be a couple DLC in the future, and each new DLC backfills with all the older DLC, so it's a pretty efficient and user friendly system overall (especially if you leave and come back every couple years, which maximizes your purchase power with the DLC).

Do not forget about the "optional" mandatory subscription without which the game is masochistic due to the lack of space for materials and crafting is an important element of the game.
