I don't mind. And if anyone needs a VPN, http://usaip.eu/en/free_vpn.php is good enough for a free service (7 minutes is enough to activate a game on Steam).

VPN is to get around the region lock of a game...such as the recent weekend deal was Fable 3, it wasn't available everywhere. So a VPN would allow you to get the game or activate it if you won it.

You need to be aware that you are risking a ban for using a vpn to bypass regional restrictions.
I seriously doubt cg will allow for that as it is against the site rules. But if he would, I think the giveaway should be private and there should be a warning in the description.

You have a few problems

1) Some games are region locked so might not work even after activated

2) Games from Russia generally do NOT have English or other languages in the menu, spoken, or subtitles

3) It is theoretically possible for your account to be suspended

of course russian games do have english. a friend of mine buys a lot of russian keys and all of them were english

"A lot" doesn't mean "all". Plus, there's an official RU store now. So more and more games will be region locked and might have some other limitations.

Though the scope of this problem is currently limited, it's something that is going to be more of a problem in the future. Note many cd key stores need to explicitly state their keys are 'non-russian' due to the fact that such keys are pervasive and do not include non-russian language options.

Games from Russia come with multilanguage support. Some publishers (like 1C) bother dubbing games to Russian, while the others (like Akkela) just add subtitles support.

I would say go private and post a link with a warning and a warning in the description. It would also be a good idea to consult with Cult and/or cg, because using a VPN breaks Steam's ToS.
