I have never won a game yet so I have a question. Do they email you the game code or gift it on steam if you win?

You get a green line in the main page of steamgifts and the gifter gifts it to your email.

All depends on the gifter. Some prefer just to e-mail you and leave it at that, some will friend you on Steam and gift or trade it to you.
