The only CD key site I ever used was http://www.cjs-cdkeys.com/ and I have no complaints, you can get "ordinary" Borderlands 2 key for 17 pounds (ROW version), you can also pay with paypal.

I use Direct2play.com which accepts Paypal, and the reason they are so cheap is because they are Russian copies. They have both normal version and RU version. And they are legit as a friend of mine recently purchased it and we have been playing together (mine is direct from steam)
