Is it redeemable on Steam?
I've never purchased through GameFly before, but damn, I've wanted Quantum Conundrum too!

If you click "view more requirements" it says it's a Steamworks title, so it definitely is. You may have to download a Gamefly client or something to get the key (not sure, never used them before), but it will definitely end up in your Steam library.

Just go to Gamefly site, My Account and then Purchase History. You will have your keys there.

As far as I'm aware it is a steamworks game so yes :) (Someone please correct me if I am wrong)
Once you have purchased it, download the gamefly client, go onto your game list, click the game and in the top left corner where it should say 'Download now' in blue there is a little arrow. Click that and go on 'Get product activation keys'. It should pop up and give you the key which you can activate on steam.

Okay I also saw there is torchlight 2 there. Could I use the 20% key on that and then get it for steam?

Torchlight 2 is not a Steamworks game, so if it doesn't say it comes with a Steam key, it probably doesn't, so just be aware if you were hoping to activate it on Steam.
