I noticed for a while, but recently especially, that some codes from humble monthly are put in some sort of arbitrary region, unless they fit into NA/EU.
For example Shadow of Tomb Raider code I got is RU/CIS, because they added Serbia, Montenegro, Turkey, India and a ton of non-RU/CIS countries into that region for that code.
Which is not only strange but isnt right. Considering Serbia and Montenegro pay in Euros and are in the EU region on steam, yet they get RU codes for some games that lock them out of playing in the rest of the world.
This has been the case for at least 10 games I can think of in the past, including Shadow of TR, Blasphemous, My time at portia, Yooka-leylee etc

I'm wondering who decides to put all those countries that arbitrarily into the RU/CIS region. And who would one have to contact about it?
Humble? Steam? the Devs?

The publishers decide on region locks, so if it’s inconsistent I’m guessing it’s their fault

HB gets the keys from Steam according to the country HB provides to Steam.
Steam gives the key for the approbriate package (ROW, RU/CIS, DE etc.) to HB according to the country definitions in the packages made by the publisher.

Can be seen on steamdb https://steamdb.info/sub/336027/ for the game you mentioned.

So you have to contact the publisher.

They even put argentina in RU lol.
