So say if I wanted a Counter-Strike Complete pack, even though I have only Counter-Strike: Source. Will it be bad for me to enter it. If not, then say I win it; Can I giveaway the extra Counter-Strike: Source?

It depends on what the owner of the giveaway tells you. And no, the extra CS:S is lost :(

Entering the giveaway depends on what type of giveaway it is, if it's public then there's nothing to prevent you from entering it and possibly winning it. If it's private then it's up to the creator to decide the stipulations for entering (i.e. he could say "You can't enter if you have any CS games at all" and it would be rerolled if you won).

As for giving away the "extra" CS: Source, that would be impossible since you wouldn't get an extra copy of it when activating the CS: Complete pack on Steam (you wouldn't even get it if you purchased CS: Complete on Steam as per the extra copies rule )

I went through something similar to this a while back, I traded someone a few games for Half-Life 2 Episode 1 thinking that I would get an extra copy of one of the games that I already had. I was sadly mistaken after activating it and realizing that I had to actually "purchase" it rather than acquire it through a trade. :p

I always seem to find the loop hole that gives me the short end of the stick. :|

For entering bundle giveaways that you on some/part of, I think its general etiquette that you don't enter if you have more than 50% of the pack (or 50% of total value of bundle).

As for extra copies, Here is an official link of all games that will give extra copies
