As long as the game activates on Steam, isn't region locked and hasn't already been used, you can give it here. Keys, inventory gifts or humble links are all fine.

"Jokingly" breaking the rules is not accepted. That zero-tolerance policy is justified, otherwise we're gonna see a swarm of "jokes" such as this one, and some people are going to think this is an acceptable behaviour.
Like DeltaBladeX said in another thread, the FAQ clearly states "begging will not be tolerated", not "begging, unless jokingly..."

And like I said, I don't agree with it at all and I think that and some other parts of the rules are utter crap, as well as outdated, obsolete, inadequate, and just plain retarded or anal-retentive in places, all the while failing the user base here in other ways. But that's a whole other discussion entirely.

short version is, You have the right to disagree with the rules but if you really want to be useful in regards to improving SteamGifts, maybe you should come up with a suggestion to make them less "retarded" and discuss it with the mods. Unfortunately I'm pretty sure this was the best way to keep the forums from becoming a hell.

Perhaps I will one day..... the problem is I know it's going to turn into a long essay and it's not something that I'm particularly looking forward to devoting time to. That and I'm sure they would also not like what I would have to say and how heavily critical it would be.

The only region locked Humble Bundle game that I've heard of is Saints Row 3, so you should be safe ;)

That's not entirely accurate. It could not be activated in Germany (if purchased from elsewhere) because of their censorship/restrictions (they have their own unique version the game), which likely applies to numerous other games out there as well. You still see the Nazi Zombie Army titles being given away, right? Or Enslaved and Dark Souls (I think??) even though they can't be purchased from Steam if you are in Japan supposedly. Being locked out of one or a very small number of countries is not quite the same as entire region-locking.
Edit: The same as above with Saints Row: The Third also applies to Titan Quest from the Humble THQ bundle btw
