AFAIK the previously added currencies, Chinese Yuan RMB, Hong Kong Dollar, New Taiwan Dollar, Indian Rupee, all of them are region-locked (gifting).

From Valve Complete Pack's price I would imply at least Saudi Riyal and South African Rand are region locked for gifting. Will check back later on.

Actually steamdb is "not" the sole source or region locks anymore. After introduction of 1st wave of region locked countries, Steam introduced gift wrapper lock that locks any gift at the time of purchase regardless of packages steamdb status.
The very main reason of this region locks is to avoid cheaper gifts being activated on normal price countries, we can expect from experience that any country to experience region lock and getting regional price discounts to have gift wrapper lock.
Although it is strange that UAE to have lock since they pay MORE than normal US prices.

Why not?
1-They can always enter GA's for region-free keys
2-They can almost always enter GA's for Steam Gifts that are purchased in a non-low price zone, provided that there is no activation region restriction (i.e. cannot be purchased in their countries).
This goodie, for example, is a gift bought from the US but everyone can enter regardless of region.

Their best bet would be wait until SteamGifts site updates so all the new restricted regions are reflected. By the rules they are not supposed to create such gifts if bought using the new currencies without selecting the correct region under "5. Region Restrictions", though the old USD gifts from those regions are still allowed as those were using global pricing before the launch of new currencies.
Nevertheless, Steam Keys are generally not region restricted, so in most cases they can still create key GAs no problem. If they create "new currency" gifts, chances are that winners are from US/EU/etc and cannot activate the gift due to ACRTAG restrictions.
P.S. I have actually submitted a ticket before so the admins would work on adding China (mainland), HK/TW, India as new regions. Soon they will have to add even more -_- After the addition of new regions they should create such gifts without problems.

It is not necessary to check SteamDB. Just try buying a game as a gift and at the step where it asks you to send gift to somewhere, see if there is message telling the gift can only be redeemed if recipient is in your country. The text is written in red, so you can't miss that.
You do not need to make any payment, you may simply cancel the order and remove the game from cart after testing this.
